Maybe the State of Illinois could raffle off the seat (have a lottery drawing) — you wouldn’t even need to be a state resident to play (see “Keyes, Alan, campaign for U.S. Senate seat from Illinois”). All funds raised could go to supporting worthy causes, like education or corruption probes of Illinois pols…
